The last major portion of the Spratt PPEA project, improving water infrastructure in the areas of College Heights began in December 2014. In January, work began on the installation of a new water line on Rappahannock Ave from Dandridge to Payne Street. Work continued on Payne Street towards College Avenue. Replacement of water line along Dandridge Street, a portion of Spotsylvania Avenue, and boring beneath Route 1 is the final phase. Lane closures will continue throughout the project. Completion of the entire project is estimated to be late-summer 2015.
