On April 25, 2006 City Council adopted an ordinance requiring rental units within the College Heights/College Terrace Rental Inspection District to be registered and inspected. This ordinance requires property(s) that are rented or leased be registered with the Building and Development Services Department.
The reason for the registration is to:
Track the number and location of rental properties;
Obtain a contact name, address, phone number and e-mail for rental properties that can be used to resolve any issues arising relating to the property; and
Improve awareness and enforcement of occupancy limits.
The initial notification is required within 30 days of transfer of ownership or change of occupancy to a rental unit.
This ordinance requires the inspection of rental properties for compliance with Virginia Uniform Statewide Property Maintenance Code. The reason for the inspection is to:
Ensure safe living conditions;
Identify and correct substandard living conditions;
Identify building maintenance needs periodically with property managers and landlords; and
Provide proactive enforcement of building maintenance.
The inspection is required within 30 days of a rental designation. There is a $50.00 fee for the first inspection and if the first inspection fails additional fee of $100.00 for re-inspections.
