A native of New York, Kerry has resided in Fredericksburg, Virginia since graduating from the University of Mary Washington. She is a mother of four and a Social Studies Teacher. She currently teaches in Stafford County.

Kerry served on the Fredericksburg City School Board from 1996-2004. She has served on the Fredericksburg City Council since 2004. As a member of the City Council she serves on the Fredericksburg Clean and Green Commission, the Arts Commission, and the Central Rappahannock Regional Library Board.
