LIHWAP (Low-Income Household Water Assistance Program)
Need assistance paying your past due water bill? Virginia's Low Income Household Water Assistance Program (LIHWAP) may be able to help! Applications are being accepted now to help Virginia residents pay their water and wastewater bills.
You may be eligible if you:
- have at least one U.S. citizen or eligible legal permanent resident and:
- Have household income below 150% of the federal poverty level,
- Have water or wastewater services that are disconnected or be in danger of being disconnected,
- Be responsible for paying the water bill.
Local departments of social services will not be accepting or processing applications for this program.

Services
City of Fredericksburg residents in single-family and duplex households receive drinking water, sewer, and refuse / recycling collection services from the city.
Refuse and recycling are optional services except in high density areas (townhomes) where refuse is required.
Billing for city customers is bi-monthly.
Rates
Service Fees
Water and sewer service fees are based on the size of the water meter serving the property. These fixed charges are billed bi-monthly and are designed to recover fixed operational costs such as meter reading, customer service operations and general administrative overhead.

Note: Water meters must be free of obstructions such as cars, landscaping, leaves, or other objects at all times. ONLY City employees are authorized to open meter lids.

- Trash charges will appear on the same bill as water & sewer services.
City curbside trash and recycling collection service is available for most neighborhoods. Collection schedule is based on the neighborhood in which you live. Call Utility Billing Department, 372-1182, to start or stop service.
Recycling Fee
Beginning with the August 27, 2021 billing cycle
The City of Fredericksburg implemented a $3 recycling fee for all customers that reside in eligible areas throughout the City. This recycling fee was adopted by City Council to offset part of the cost of the single-stream curbside recyclables collection program.

NOTICE: System Maintenance Windows
Effective July 1st, 2023, the City has established regular maintenance windows on the 2nd and 4th Fridays of each month between 6 PM and 6 AM to perform system updates. Please note that during the maintenance windows, there may be temporary disruptions to our services. We apologize for any inconvenience caused, but these updates are essential for maintaining robust and secure systems.
