The purpose of the Wetlands Board is to conduct studies of the city's tidal and nontidal wetlands and make periodic reports and recommendations to the City Council on ways that the city can protect and preserve all such areas within the city. In making its reports and recommendations, the Board shall consider the effects of the potential land use and development of such wetlands on the Rappahannock River and the quality of state waters.

This board has seven members. Members of the board shall be city residents. Terms of office shall be for five years, except that original appointments shall be made for such terms that the term of one member shall expire each year.
