How to Obtain a Parking Permit

Parking permits are issued in two categories; property owners and non-owners. The following documents shall be submitted with a parking permit application:

Property owner: A Parking Permit Application (PDF), a copy of the vehicle registration for the vehicle on which the decal will be displayed, and a copy of the driver's license of the primary driver of the vehicle.

Non-owner: A Parking Permit Application (PDF), a copy of the vehicle registration for the vehicle on which the decal will be displayed, a copy of the driver's license of the primary driver of the vehicle, and a copy of a current lease with the applicant's name listed as a tenant. Tenants on a month-to-month lease must provide a current copy of a utility bill. Permits issued to non-owners shall expire at the conclusion of the applicant's rental agreement.

Please also note that zoning restrictions permit only three unrelated persons to live in a single dwelling unit in the City; no more than three permits will be issued for vehicles in a unit unless additional documentation is submitted showing a familial relationship between/among the residents of the dwelling unit. Permits will NOT be issued for the vehicles of those who claim to live in a dwelling unit, but whose name does not appear as a tenant on the lease. Applicants who live in a building with multiple units should include their unit number (i.e., "Apartment 1" or "Unit A") on their application.

All documents shall reflect the address of the property for which the applicant is inquiring and shall be non-expired. Active military or others who are exempt from driver's license or vehicle registration regulations shall present proof of residency, such as a deed, or current utility bill.

Where to Obtain a New Parking Permit:

To obtain a parking permit, you can:

  • Request a permit in person at the Records Office, located at Police Headquarters
  • Via email by submitting the required documents to Records Division. Requests submitted via email or mail must also include a Parking Permit Application (PDF).
  • By mailing the required documents listed above to the Fredericksburg Police Department, attention Records Section. The mailing address is 2200 Cowan Boulevard, Fredericksburg, VA 22401

Contractor Parking Permits:

Section 16-32B of the City Code of Fredericksburg, Virginia allows that, "A licensed contractor, engaged in construction of a building adjacent to the public right-of-way, may park one (1) vehicle in front of the site for extended periods of time beyond the established time limit, provided the contractor has prior written approval from the Chief of Police and the City Manager. The Contractor's Parking Permit (PDF) can run for no more than thirty (30) days at a time". Please submit completed forms to the Records Office in person at the Police Headquarters or via email.
