Phase Three Final Report - December 2022
City Council received the Phase Three Final Report of Progress and Action on their Priorities for 2020-2022 at their December 13, 2022 Regular Council Meeting. This offers a summary of work accomplished over the past two years.
As most will recall, in 2016 City Council formally adopted its 2036 Vision Statement, Desired Future States and its associated Priorities. Staff reported out in 2018 on Phase One (2016-2018) and in 2020 on Phase Two (2018-2020) of staff's work and now are reporting an update on Phase Three. The Report is meant to offer an update and demonstrates aggressive efforts to accomplish a majority of Priorities - while managing increasing daily workloads and limited resources. The Priorities are meant to be read in conjunction with their respective "sub task" assignments.

Phase Three Final Quarterly Update - December 2022

The City vision plan, entitled "Vision, Desired Future States, and Priorities" was first created in October, 2016 when the Mayor and Council were challenged to describe their vision for the City of Fredericksburg 20 years in the future. From that vision, eight "desired future states" including employment, education, transportation, the environment, culture, historic preservation, strong neighborhoods and public services emerged. In May 2021 Council updated the plan to include a new desired future state on equity: "Where We All Come Together."
The resulting plan describes the Mayor and Council's vision and desires for Fredericksburg in the year 2036. City staff was challenged to develop action steps to begin to build to the vision for 2036. The documents below show the updated priorities and timelines over the next three years that will be achieved by the Mayor, City Council and staff. These will be updated quarterly and shared regularly.
The Priority Plans are a reference for the City Council and staff and help track progress on the three-year priorities. These plans are updated quarterly to reflect the staff's progress on the work. This document was fully updated and refreshed in August 2021 by staff to reflect the planning from the May 2021 Council Biennial Off-Site. The Gantt chart shows the progress of work on the Council Priorities. This chart is updated quarterly to reflect the staff's progress on the work. This document was fully updated and refreshed in August 2021 by staff to reflect the planning from the May 2021 Council Biennial Off-Site. Phase Three - Progress Update
On May 13 and 14, 2021, Council held their biennial off-site and reflected on the Vision, Priorities and Desired Future States. (Pandemic issues prevented this planning from occurring in October 2020.) Council eagerly agreed to add a new Desired Future State on equity: “Where We All Come Together.” Some Priorities were completed and removed from the listing and some were slightly modified, and others were added. The City Manager brought the updated Council Priorities back to senior staff and they discussed and worked on a draft implantation plan to achieve Council 2021-2023 Priorities (Phase Three). A work session was held on July 13, 2021 to continue discussions and update the Council on the staff’s task list and work plan. A communications plan was presented for community and council engagement with a plan to bring the updated Council Priorities back out to the community again for in-person meetings in convenient community locations. Additional social media updates, videos and other engagement opportunities were implemented. At the August 10, 2021 work session the City Manager had the entire executive leadership team present to offer their perspectives on the new updated priorities – now totaling 32 Priorities. Council adopted these priorities on August 24, 2021 at their regular meeting. Council held community engagement meetings on September 16, 2021 at Family Life Center and on September 18 at the Dorothy Hart Community Center. Council and the community will continue to receive regular quarterly updates as staff and the community make progress on this important work. Council will continue to adopt a three-year plan every two years at their future biennial off-site planning meetings with a promised two-year check in, and restart. Under this prescribed path the work plan is never 100% complete, but is always progressing as Council priorities (and our environment) progresses/evolves to ultimately accomplish the 2036 Vision. Phase Two Final Report - December 2020
City Council received the Phase Two Final Report of Progress and Action on their Priorities for 2018-2020 at their December 11-12, 2020 Special Budget and Financial Work Session.
As most will recall, in 2016 the Fredericksburg City Council formally adopted its 2036 Vision Statement, Desired Future States and its associated Priorities. Staff reported out in late 2018 on Phase One (2016-2018) of our work, and are now delighted to offer an update on the Council’s next body of work. This Report is meant to update and demonstrate aggressive efforts to accomplish a majority of these Priorities - while managing increasing daily workloads. During Phase Two of the work staff has delivered six quarterly updates to Council.

Phase One Final Report - October 2018
City Council received the Phase One Final Report of Progress and Action on their Priorities for 2016-2018. This document was presented in October 2018 to Council during their two day biennial offsite meeting. City staff took input and recommendations on updating the Priorities, and prepared an implementation plan for Council review and it was adopted in March 2019.
