Regional Landfill and Belman Road Center – Residential Refuse and Recycling Policy

*Please note that vehicle registration cards must be presented at the time of purchase of a landfill sticker as described below even if you have purchased a sticker in previous years. The Treasurer's Office does not maintain your confidential information from year to year and vehicle ownership may change. * 

Residential use annual stickers and coupon books for entrance into the regional landfill location and the Belman Road center may be purchased at the City Treasurer's Office, located in City Hall, 715 Princess Anne Street, by City of Fredericksburg and Stafford County residents. Cash, checks and credit/debit cards (a convenience fee will apply) are acceptable forms of payment. Stickers are valid for a one year period from January 1 through December 31 at a cost of $120. Purchase of a sticker provides a complimentary one for a second vehicle shown as registered to the same address. To purchase stickers, the applicant must present the registration cards for the two vehicles they are requesting stickers for along with a completed application. The sticker allows residential users unlimited visits for household refuse.

Coupons are sold in books of ten at a cost of $40. They do not expire and one coupon is required per entry. Vehicle registration cards are not required for this purchase, but you will be asked to fill out an application and show your driver's license.

There is no cost to drop off recycling materials at either location.

The Regional Landfill is located at 489 Eskimo Hill Road, Stafford, VA. The Belman Center is located at 1200 Belman Road, Fredericksburg, VA. Both locations are governed by the Rappahannock Regional Solid Waste Board (R-Board), a joint partnership of the City of Fredericksburg and Stafford County. Both locations may be used interchangeably by city and county residents.

Vehicles registered in a commercial/business name are not permitted to purchase either coupons or stickers. Commercial fees are listed on the R-Board website along with FAQs, how to order online and other important information.
