Absentee Voting
Absentee voting is available for individuals who are unable to vote at the polls on Election Day. Absentee voting is available for persons with a physical disability or illness; for those on personal or professional business or vacation; for caretakers of confined family members; for people who are confined awaiting trial or by conviction of a misdemeanor; for active duty members of the uniformed service, or merchant marines, their spouses or dependents; for those serving as an election official; and for students or their spouses.
Absentee voting in person is available at least 30 days prior to an election in the registrar's office, Monday through Friday from 8:30 a.m. until 4:30 p.m. The office is also open from 9:00 a.m. until 5:00 p.m. the two Saturdays prior to general or primary elections. The Saturday before the election is the final day for voting absentee in person.
Absentee voting by mail is available upon request. A ballot request must be made on an application form provided by the registrar. The application is available online (active PDF) or call (540)372-1030 to request an application. The application form must be completed and returned to the registrar at least five days (Thursday) before an election. Application may be made up to ten months prior to an election.
Absentee voting for business emergencies is available if a voter becomes obligated after noon on the Saturday before the election to be absent on Election Day for business seasons. The voter may make a sworn statement of the facts and receive a ballot in the registrar's office before noon on the day prior to the election.
Federal postcard application: the persons listed below may register and apply for an absentee ballot on a federal postcard application (standard form 76) available at all military installations, U.S. embassies and consulates in foreign countries. A separate application is required for each election.
- Military citizen residing outside the U.S.
- Person residing outside the U.S. by virtue of employment
- Spouse or dependent of either of the above residing with such a person
