Fred was born in Norfolk, Virginia to a naval officer and his wife, who is a graduate of Mary Washington College.  He grew up in homes all over the country until they retired to Stafford County 30 years ago.

 

After graduating from First Colonial High School in Virginia Beach, Fred entered the Military College of South Carolina (The Citadel), graduating with a B.S. degree in Business Administration in 1979.  Returning to Northern Virginia, he joined Virginia Electric Power Company as a Service Representative/Engineer. His career with VEPCO/Dominion VA Power spanned 23 years, during which time he held a number of leadership positions throughout the company’s service territory.

 

In 2001, Fred and his wife Tanya launched Utility Professional Services, Inc. (UPSI), a utility engineering company that has subsequently seen steady growth supporting the construction industry and serving clients, including all levels of government, in five states.  UtilityPros is corporately based out of Colonial Beach, VA.

 

Fred is very active in support of The Citadel and Class alumni activities sponsoring the lacrosse team to future Varsity status.  Fred is a member of the Fredericksburg Regional Chamber of Commerce, Fredericksburg Civil War Roundtable, as well as an active member of the Confederate Ridge homeowners group, supporting City residents.

 

Fred has two children, a son and a daughter.  Son Fred IV lives in Mechanicsville with his wife and, together they are the new parents of twin boys, the first grandchildren.  Fred’s daughter Shannon is a graduate of Florida State University (FSU) and is currently a 1st Lieutenant in the USAF, stationed in Great Falls, MT.
