Rules and Regulations
Under the provisions of City Code §66-148, the City Manager is authorized and directed to administer the Farmers' Market and to establish hours and rules for its operation.
The following rules and regulations shall be in force as of April 12, 1996.
Farmers shall obtain an application from the City Manager's Office, Room 203, 715 Princess Anne Street, complete the application, and obtain their County Extension Agent's signature on the certificate.
Farmers shall attach a copy of their most recently filed "IRS Form 1040 - Schedule F." If the applicant had no farm income during the preceding calendar year(s), he/she shall be required to sign a notarized statement confirming that fact.
Farmers are required to collect and remit sales tax to the Virginia Department of Taxation. Applicants must obtain a sales tax identification number from the Virginia Department of Taxation and show proof of such when applying for a Farmers' Market Permit. "Virginia Department of Taxation Business Registration Applications (Form R-1)"* are available at the City Manager's Office.
Baked goods are permitted, provided the Farmer produces an approved kitchen inspection report from the Virginia Department of Agriculture and Consumer Services (VDACS). To obtain same, contact the VDACS Division of Animal and Food Industry Services: Dairy and Foods, General Information, (804) 786-8899.
The City Manager shall issue a vehicle decal to those farmers who have been granted a Farmers' Market Permit. This decal must be affixed to the windshield underneath the inside rearview mirror and not to any board or removable panel. No vehicle without such decal shall be permitted to park at the Farmers' Market.
Vehicle decals shall be issued for each calendar year at a cost of $25.00 to the applicant.
Only one decal per applicant shall be issued.
The hours of the market shall be 6:00 a.m. to 6:00 p.m., Monday through Saturday.
The Farmers' Market shall be on those designated parking spaces on the 900 block of Prince Edward Street.
Market sellers are not to place produce in the trash cans in Hurkamp Park; excess produce must be taken with you when you leave the market area. The market area shall be randomly inspected for cleanliness.
This supersedes any other rules and regulations.
