Rodenberg became Fredericksburg’s City Manager on July 1, 2003, after being appointed by the City Council. Prior to coming to Fredericksburg, Phil served as a municipal manager in two other historic Virginia communities. He was the Deputy Town Manager of Leesburg, from 2000 to 2003. He was the Assistant to the Manager, then Assistant City Manager of Williamsburg, from 1994 to 2000. Prior to local government, Phil worked in Washington, D.C., as a Legislative Assistant for a U.S. Congressman, as a technical staffer for a congressional committee, and then as a Legislative Director for a U.S. aircraft manufacturing trade association. Phil holds a Master’s in Public Policy degree from the College of William & Mary and a Bachelor of Arts in Journalism and Mass Communication degree from the University of Oklahoma. He is a Credentialed Manager and member of the International City/County Management Association (ICMA), and a Past President of the Virginia Local Government Management Association (VLGMA). He is Fredericksburg’s eighth City Manager to serve since 1912 when the City adopted the Council-Manager form of government. Phil and his wife, Susan, have four children. |
