GENERAL PARK POLICY City of Fredericksburg Department of Parks, Recreation & Public Facilities
1. ELECTRICITY USE: There will be a $5.00 per hour charge for electricity usage at Hurkamp Park and Maury Park, for all private and for-profit users of these parks. This is in addition to the refundable $10.00 deposit paid for the key to the electric box.
2. PORTABLE TOILETS: Persons requesting reservation of Hurkamp Park, Maury Park or City Dock Park must agree to provide one portable toilet for every 25 people for one hour or more. Thus, if less than 25 are expected, then a portable toilet is not required. If 50 or more people are expected for, an hour then two portable toilets is required. Arrangements for portable toilet location[s] location should be made with the Supervisor of Parks and Park Maintenance at 540-361-4059 Ext. 204
3. METAL DETECTORS: No metal detectors or similar devices are permitted in parks or properties operated by the Department of Parks, Recreation and Public Facilities.
4. GRAFFITI: Upon notification or discovery of graffiti on park property under the direct control of the Department of Parks, Recreation & Public Facilities, every effort will be made to remove the graffiti within 24 hours or as soon as reasonably possible.
5. ALCOHOL: With appropriate permit, alcoholic beverages are permitted at the following locations: Motts Reservoir Park, Alum Springs Park, and W. L. Harris Park (if authorized by the Mayfield Civic Association). Alcohol IS NOT permitted at the following park locations under any circumstance: Hurkamp Park, Maury Park, Memorial Recreation Park, Dorothy Hart Community Center, Snowden Playground, Dixon Park and Riverside Drive Park.
6. CITY DOG PARK: Is a self policing park for dogs 4 months and older and is for city residents and their pets only, in accordance with Ordinance No. 04-09 article VI of chapter 4 of the city code.
7. INCLEMENT WEATHER: In the event of bad weather, the Director of Parks and Recreation and Public Facilities will determine when and if to cancel a scheduled event/program scheduled in or at city owned parks for the safety of personnel as well as patrons.

10. LEASH ORDINANCE & PET WASTE: Handlers are responsible for the removal and proper disposal of dog waste from all City Parks and other City-Owned Properties. Pets are required to be on a leash outside of an enclosed or confined area. The Director of Parks, Recreation and Public Facilities is authorized to ban any person or dog who is guilty of serious reported violations of the City Ordinance No. 05-11, pertaining to “Dog Park Rules and Regulations” and any other governing directive. The City of Fredericksburg law enforcement personnel may exercise full discretion and authority as appropriate.

ALUM SPRINGS PARK USE POLICIES
SEASONAL HOURS OF OPERATION
OPEN YEAR ROUND
Summer: 9am - 8pm Monday - Friday; 10am to 8pm Saturday, Sunday and Holidays
Winter: 10:00a.m. – 5:00p.m. Daily
NOTE: Alum Springs Park may be closed during inclement weather or due to conditions considered hazardous to the public.
GENERAL RULES AND REGULATIONS: Violators of the followings rules and regulations will be subject to applicable penalties and the possibility of suspension from the park for a designated period of time.Please respect our rules; they are provided for the protection of park users as well as the natural beauty and historic values of the park.Please enjoy Alum Springs Park, considered by some historians as America’s most historic park.Thank you for your cooperation.
- LIABILITY: The City of Fredericksburg, Virginia, or any of its officers or employees shall not be responsible for any personal injury or property damage.

- LITTER: Any person littering area shall be denied the privilege of area use and shall be guilty of a misdemeanor.
- ALCOHOL: Alcoholic beverages will only be permitted on the premises with an ABC permit and with the approval of the Department of Parks, Recreation & Public Facilities.A request to use alcohol may be refused at the Director’s discretion.A copy of the permit must be submitted to this Department at least 10 days prior to the scheduled event.Pursuant to ARTICLE 6.1 or CHAPTER 15.1 of TITLE 54 OF THE CODE OF VIRGINIA, any unauthorized use or evidence of possession or influence of alcohol or any controlled substance will result in prosecution of the offender(s).
- PARKING:
| a. FEES: There is no parking fee at the park; however, there is a fee to reserve the shelter (see below). |

b. CAPACITY: All vehicles, including mini-bikes, are restricted to the designated parking lot. When all available parking spaces are occupied, the park attendant shall close the park gate and allow cars into the park only as spaces become available. |
|
c. HANDICAPPED PARKING: Handicapped parking spaces are not to be occupied by unauthorized vehicles. |
- CAMPING: Camping in Alum Springs Park is not permitted.
- VANDALISM, TAMPERING, OR DESTRUCTION OF PROPERTY: No person shall willfully mark, cut, deface, injure, tamper with or displace or remove and man-made or natural item in the park.The discharge of vehicular fluids in the park is prohibited.
- CLOSING:

a. HORN: A horn will blast 3 times at 15 minutes before closing, 2 times at 10 minutes before closing, and once 5 minutes before closing. |
| b. GATES: Gates to the park will be locked at closing. Any vehicle remaining within the park enclosure will have information placed under its windshield wiper regarding vehicle removal. |
- DOGS: Unleashed dogs are not permitted in the Park.
- NOISE: Excessive radio volume is prohibited.
- PICNICKING: Picnicking is confined to designated areas.
- FIRES: No person shall kindle, build, maintain or use a fire other than in the grills provided for such purpose. Any fire shall be continuously under the care of a competent person eighteen (18) years of age or older. No person in the confines of the area owned by the City shall discard any lighted match, cigarette, cigar, or other burning object.No open fires are permitted in the park.
- WATER: Use of any natural body of water within the Park or its tributaries, for drinking, dumping or any other purpose is prohibited.
- TRASH: No person will deposit, dump, drip or place any refuse of any kind in or on Park property, except into the receptacles provided for trash disposal.
- SHELTER RENTAL: The Park shelter may be reserved in advance at the Community Center by a person age 21 or older by completing the Park Shelter Reservation Form.The person signing the park reservation form assumes the responsibility of those persons in attendance during the rental period, to include under age drinking and other inappropriate behavior. Shelter rates: $25.00 per 4 hour time block for City residents and $34 for Non-City residents. A security deposit of $50.00 is also required at the time of reservation. Reservations must be made in person. No reservations will be tentative or taken without the accompanying fees.

HURKAMP PARK USER POLICY
Open Year Round, 5:00am - 11:00pm Daily
1. RESERVATION OF HURKAMP PARK is initiated with a letter from the event contact person to the Director of Parks, Recreation & Public Facilities specifying who, what, when, sales, etc.The contact person must be at least 21 years of age. Policy waiver requests must be reviewed by the Recreation Commission at their regularly scheduled monthly meeting.
2. RENTAL charge for the park is $50.00 per day.
3. VEHICLES in the park are strictly prohibited.This includes vendor/exhibitor trucks.
4. All PARKING signs must be observed unless otherwise coordinated with the Police Department.
5. ELECTRICITY is available from the lampposts in the park.Each lamppost has a 115 volt outlet that is available to park users.Users must notify the Parks and Recreation Department in advance, so that the electricity can be activated and explained. There is a key deposit of $10.00 for use of electricity.Use of this electrical source will require a key to the electrical power box, a secondary panel and training for the individual responsible a minimum of 2 days prior to the event.For groups demanding more electricity, arrangements can be made for an additional power supply.The latter set up will require a $5.00 charge for every hour the power is used. Coordination for key pick-up must be made by the using group through the Special Projects Division at 372-1086, extension 212.
6. In accordance with City Ordinance, no activity of any kind is permitted in the park between 11:00p.m. and 5:00a.m.
7. A NOISE ORDINANCE prohibits musical and vocal groups except by waiver. NOISE ORDINANCE WAIVERS must be on file at this office at least two weeks prior to the scheduled event, and may be requested via:Fredericksburg City Police, Community Relations Officer, 373-3122, P.O. Box 604, Fredericksburg, Virginia 22404.
8. In accordance with City Ordinance, no ALCOHOLIC BEVERAGES are permitted on the premises at any time.
9. A DEPOSIT OF $50.00 will be required of all users, at the time of reservation, reimbursable after the activity if the park is left in reasonable condition: electrical outlets closed, articles removed, no breakage or excessive wear. Reservations are not official and will not be made without this deposit.No tentative reservations will be made.
10. The user must comply with the requests of CITY POLICE and other agents of the City of Fredericksburg to terminate their program due to inappropriate behavior or disturbances.Requests may include program modification such as a reduction in music volume.
11. The USER GROUP IS RESPONSIBLE for the behavior of observers and spectators, in that inappropriate behavior or actions may warrant the user group to call the police and/or cease their activity.
12. Users will be required to purchase a minimum of $500,000 in LIABILITY INSURANCE for the activity period to cover any incident, accident, or circumstances which may be a result of the activity taking place. A COPY OF SAID DOCUMENT MUST BE ON FILE AT THIS OFFICE AT LEAST TWO WEEKS PRIOR TO THE SCHEDULED EVENT.
13. PORTA JOHNS: Persons requesting reservation of the park must agree to provide one Porta-John for every 25 people for one hour or more. If less than 25 are expected, then a porta-john is not required.If 50 or more people are expected for an hour or more, than two porta-johns are required.Arrangements for Porta-Johns should be made with Superintendent of Parks and Public Facilities at 372-1086 ext. 205. |

Memorial Park Tennis Courts User Policy
Open Year Round, 6:00am - 10:00pm Daily
I. RECREATIONAL PLAY
A. Priority use of the courts is recreational play for the general public, especially city residents.
B. Court rules and regulations are posted on-site and should be obeyed by all patrons at all times. They include:
1. Hours of operation, 6:00 a.m. – 10:00 p.m., year-round.
2. Courts are available on a first-come, first-serve basis.
3. Court time should be limited to one and one quarter hour if others are waiting.
4. Shirts and shoes must be worn at all times.
5. No glass, street shoes, skateboards, skates, bicycles, etc. on courts.
6. Rules and etiquette of tennis should be observed at all times.
II. DEPARTMENTAL PROGRAMS
A. This department will offer instructional clinics, classes, tournaments, league tennis and special events, at which times some courts will be reserved.
B. At all times when courts are to be reserved for department sponsored activities, a sign will be posted on-site at least 48 hours in advance of the event, stating which courts are reserved and the hours they will be used.
III. NON-DEPARTMENTAL EVENTS
A. Should groups or individuals desire to reserve the court facility for tennis events, they may do so by filling out a reservation form and getting permission from the Director.
B. User groups will be charged a fee of $10.00 per court for 3 hours or $4.00 an hour per court.
C. During rental times some courts will be made available to the public.
D. An area for registration, spectator viewing, tournament desks and draws, hospitality, etc. may be set up in the grassy area adjacent to the courts. If group will be using grassy area please indicate such usage on the reservation form
IV. PRIVATE TEACHING
A. Private teaching for profit will be subject to the lowest priority of all facility uses.
B. Teaching sessions are subject to all rules and regulations posted on-site, as well as the clarifications and additional rules listed below.
C. Instructors are not free to use a court for more than the allotted time period. Student turnover each hour does not equate with vacating the court. The time on the court is determined by the instructor, who must leave the court if people are waiting, and wait in turn for the next available court.
D. For the safety and consideration of other players, hoppers should not be used on the six main courts when courts are busy. Hoppers may be used on the two courts which are self-enclosed.
V. COURT USAGE/ FEES
A. All groups or individuals wanting to reserve courts may need to pay a user fee which will be based upon the Department’s Fee Policy. Waiver of usage fees will be based upon Department’s Fee Waiver Policy.
B. Payment of rental fee is required before use of courts.
C. Upon approval of the Facility Use Permit a confirmation e-mail or letter will be sent to user organization or individual confirming the date, time and courts reserved.
D. Notification of cancellation must be given at least twenty-four hours prior to requested usage dates. No fee will be refunded with a less than 24 hour cancellation notice. In the event of a cancellation, approximately thirty (30) business days is required for the processing of any refund.
E. Any reservations may be made up to 6 months in advance but no later than 48 hours in advance or requested event. Inclement weather conditions may be cause for time of reservation to be adjusted.
F. The undersigned shall be responsible for cleanup and care of the courts used. Failure to do so may result in a loss of privilege.
G. Rental of the courts entitles the user group the use of only the courts specified. Use of any additional or available courts without a prior rental agreement is strictly prohibited, and the offending user group or individual will be charged an additional court usage fee. Non-compliance with the usage policy may result in the loss of privileges.
H. Proper insurance verification must be presented where deemed necessary according to the event or function type.
I. All court rules are to be abided by at all times.
