Program Policies:
Who is a City Resident?
Residents live or own property within the City of Fredericksburg (zip codes 22401-22404), or are employed by the City of Fredericksburg. All other are non-residents. People with Fredericksburg mailing address but living outside outside outside limits are non-residents.
We feel that those people who pay City taxes should get a discount on most of our programs.
Registration of Non-City Residents will be seven days later than City Residents in those programs and classes that have a maximum enrollment (except trips). Registration dates are posted posted posted program listings.
Recreation is not Child Care
None of the recreation programs provided by the Fredericksburg Parks & Recreation Department may be considered child care, and cannot be claimed as such for tax purposes. More information available upon request.

Registration Policies
NO PHONE REGISTRATIONS are accepted. Fees must be PAID IN FULL when registering. Registrations are accepted by Internet, Mail, Fax and Walk-In.
All programs have a minimum and a maximum enrollment and registrations will be accepted on a first-come, first-served basis. The Recreation Department reserves the right to cancel programs for insufficient enrollment. Mail-in registrations will be handled as they come in, but not before the begin-date for registration. They will be handled after individuals registering in person have been handled. This means that after the line ends, or there is a break in registration, then the mail will be processed. Daily mail will be processed as they lay in the "daily batch" of mail. Mail-in registrants will not be mailed a receipt. The canceled canceled canceled be your receipt.
Once you have registered by mail, in person, by fax, or online, on-line will not be notified unless there is a change in class schedule or the program is canceled. Report to class on date designated unless notified to the contrary. However, we are not responsible for lost mail or for lost faxed materials. It is the registrantīs responsibility to verify receipt of those materials.You must register for a class at least 3 days in advance. All classes are held at the Community Center unless otherwise noted. All registration fees are collected at the Dorothy Hart Community Center for all programs to include off-site classes.
The programs and activities sponsored by the Parks & Recreation Department are open to all Fredericksburg regional residents regardless of race or ethnic background.
Internet Registration: Internet registration is now available for a large number of programs through our website. Click here to view the on-line class listing. You can register for many classes over the Internet using a credit card payment. Some classes with special enrollment or fee requirements are not available on-line. Aerobics classes, bus trips, and special events are not available for online registration. Classes are available for registration online until the class is full. If you don't have an account, click here for information on creating your account.

Fax-In Registration: Fax your completed registration form to (540) 372-3475. Only credit card or account credit payments are accepted by fax. Your faxed registration is not complete without your credit payment information and your signature. Faxed registrations are processed in the same manner as mailed-in registrations, in the order that they are received, and as soon as there is a break in the in-person line. You'll receive written confirmation on faxed registrations. Parks and Recreation is not responsible for lost faxed materials. It is the registrant's responsibility to verify receipt of those materials.
Walk-In Registrations: You may register in person at the Dorothy Hart Community Center, located at 408 Canal Street. Hours of registration are: Monday through Friday, 9:00am until 9:00pm and Saturdays, 9:00am until 1:00pm.
Methods of Payment: We currently accept Visa, MasterCard, Discover/Novus, American Express, Dinerīs/Carte Blanche, and JCB cards. We are sorry that at this time we do not accept debit cards for payment unless they carry the Visa logo.
Checks and Money Orders are accepted by mail and in-person. Checks are payable to City of Fredericksburg.
Cash is accepted for in-person registrations at the Dorothy Hart Community Center.

Check Policy
We accept personal checks for payment by mail or in person. We do not accept personal checks for Internet enrollments. In the unlikely event that a check is returned for Insufficient or Held Funds, the City will assess a $20 returned check fee.

Waiting List Policy
1. When a program has reached its maximum participant capacity, a waiting list will be taken. All mail-in registrants, as well as those people who attempt to register in person, shall be automatically put on the waiting list unless they request otherwise.
2. If a personīs status on a given waiting list changes, he is contacted by us. If such is not the case, he is not contacted.

Refund Policy
- ANY REFUND OVER $10 WILL BE MAILED FROM CITY HALL -ALLOW THIRTY DAYS FOR PROCESSING.
- Credit Card Refunds are processed immediately.
- Refunds of less than $10 will be maintained as a credit to the participant's account.
All cancellations and refund requests for activities enrolled through the Internet must be made through our office either by phone, fax, mail or in-person. Please note that we are not responsible for any faxed or mailed requests. It is the participant's responsibility to verify receipt of the refund requests.
If the Department cancels program or trip, money will be refunded.
- Classes: Student must cancel 24 hours before the 1st class to be eligible for refund. No refunds are made after 1st class.
- Trips: The department staff shall establish and publicize a "cancelation date" for each trip. Registrants who cancel on or before the cancelation date shall receive a full refund. After that date, money will be refunded ONLY if the slot is filled by another particiapnt. If the slot is not filled, the price of any pre-paid tickets, meals or lodging shall not be refunded. In the event of extraordinary circumstances such as weather, traffic, mechanical problems or other emergency situations, registrants may not be reimbursed for canceled pre-paid activities for which the Parks & Recreation Department does not receive a refund.
- Sports: No refunds are made after 1st game. Uniform deposits refunded only if complete uniform is returned clean.

Trips Policy
The front 2 seats on each side of the bus are reserved for the escort and people with special needs. All other seats are filled first-come, first-served.
A tripīs itinerary may be changed at any time at the escortīs discretion with consideration to time, weather, etc. The escort and group will wait 10 minutes after a designated meeting time for anyone who is late and then will continue with the scheduled itinerary. The person who is late will then be responsible for catching up with the group (or finding his own transportation home). It is suggested that all trip participants arrive at the Community Center approximately 15 minutes prior to departure time. All trips leave from the Community Center unless otherwise designated.Parking is located in lot in the back of the Community Center.
All trips have a minimum and maximum number of participants based on tickets purchased, seats reserved or covering costs of the trip.

Cancellation
In case of inclement weather, call our Cancellation Line (dial 372-1086,press 2 then press 1) or visit our website at www.fredericksburgva.gov and look for Cancellations. You may also check www.fredericksburg.com and listen to local radio stations.
Programs are canceled whenever CITY SCHOOLS are closed because of inclement weather. All programs held at city schools are canceled when there is a CITY school holiday.

Program Fees Policy:
1. All program and activity fees will have a non-resident surcharge of 35%.This does not include the costs for equipment, which will be the same for residents and non-residents. Exceptions will be those programs, which, in the judgment of the staff, will not have the participants necessary to go forward as a direct result of the surcharge.
2. Youth Sports Leagues will have a non-resident surcharge of 67% above that charged to city residents.
3. Any indigent person who lives in Fredericksburg may be provided a full fee waiver by following the Fee Waiver Procedure, as specified in the Fee Waiver Policy, originally established by the Recreation Commission on 6/9/94. (Scroll down for Fee Waiver Policy).
4. Individuals from the Hope House, the homeless shelter or from similar facilities are not permanent residents and are often not from the City. Therefore, efforts to provide recreation services to children from these agencies will be coordinated with the Director of Parks and Recreation or his designee. Previous coordination has provided 50% waiver to such individuals. Area churches have provided the required fees.
5. Fees associated with facilities and groups or organizations are provided under separate policy. Click here to view Organization Fee Waivers.
6. Handicapped persons will be mainstreamed into our programs whenever appropriate, provided additional supervision by the instructor is not required, unless previously arranged.
7. Instructors who receive a percentage of the total registration fee for a given class will receive the same per person fee for a fee-waived person as a non-fee waived. The difference made up by the City. However, if such a person is preempting a full paying person from being in the class due to limited class size, then the instructor will be remunerated appropriately. Individual and Family Full Fee Waiver Policy:
1. Residents of the City of Fredericksburg under the age of 18 will be granted an allotment of $40 per person to be used toward applicable programs and activities as defined herein, when verification of enrollment in specific programs provided. Children under the age of 18 are eligible for the waiver when their families are participating in the food stamp program or the City Head Start program.On an individual basis, fee waivers are provided to individuals who provide verification of participating in the MEDICAID program.The verification procedure is established under Fee Waiver Eligibility Procedure.
2. Those children eligible for full fee waiver must register for programs and activities in accordance with current registration policy.Special event fee waiver must be arranged well in advance of the event at the Dorothy Hart Community Center.
3. Each verified waiver receives an allotment of $40 per person per quarter per calendar year.This allotment would be non-transferable from person to person, non-cumulative from quarter to quarter, and only applicable to children under the age of 18.Waiver allotments will not apply to trips or point of sale items, and quantities will be restricted to single enrollments per activity.It will not matter to what programs allotments are applied except as specified in #4 below.
4. Programs not eligible for fee waiver are as follows:
a) All programs defined as TRIPS,
b) Facility and equipment rental, and
c) Additional material expenses associated with any class or program, and point of sale items.
5. Instructors will receive normal per capita compensation for each registration waiver, as appropriate. |
