The Treasurer's primary responsibilities are the collection and disbursement of all City funds. Related responsibilities include accurate record keeping of all transactions, follow-up collection efforts concerning delinquent accounts, maintenance and reconciliation of bank accounts, investment of idle funds, and the collection and transmittal of state funds to the Virginia Department of Taxation. Information on Vehicle Decals
City decals are no longer required for every car registered in the City of Fredericksburg.
A current decal is required:
- To use the lot reserved for City Residents
- To park in areas during restricted hours as indicated by signs "NO PARKING 5:00 AM TO 8:00 AM EXCEPT RESIDENTS."
The annual decal may be purchased at the Treasurer’s Office for $2.00.
Residents who live on the streets with the “No Parking 5:00 am to 8:00 am” sign may obtain the decal at no cost. If you have a residential parking permit, a decal is not required.

Dog Licensing
Summary of Article V of the City Code:
- All dogs, aged 4 months and older, are required by City Code to be licensed.
- Owners have 10 days to register their dog(s) coming into the City.
- An individual owner may not own more than 4 dogs.
- Licenses are issued for a 1 year period, January 1 to December 31 and are available for sale beginning November 1 for the next calendar year.
- Owner must present to the Treasurer’s Office proof of rabies vaccination from the veterinarian. Vaccination must be current.
- The license fees are as follows:
Spayed/Neutered…..$5.00
Non-spayed/Non-neutered……$10.00
Paylock
A system known as PayLock will be utilized to locate Fredericksburg residents who have outstanding personal property tax bills and unpaid parking citations. PayLock works somewhat similarly to the autoChalk system already in use, in that it utilizes cameras to capture images of license plates. Once the license plate is photographed, the license plate number is immediately run through a database to determine if the vehicle’s property tax or parking citations have been paid. If the license number returns with a notice of an overdue personal property tax bill or parking citations, the vehicle will then be booted with a “self-release boot” that allows people to call a toll-free number, pay the fine over the phone, remove the boot themselves and drop it off at a predetermined location. The PayLock system will require a fee to unlock the boot once it is on a vehicle, in addition to the amount of the unpaid tax bill or parking citations.
“Using the PayLock system will allow us to gain improved compliance in payment of unpaid personal property tax bills and parking citations, benefiting the City and encouraging citizens to abide by the due dates,” Treasurer Haney said.
