Analysis of Impediments to Fair Housing Choice
The Annual Action Plan is developed with active citizen participation and serves as the City's annual application for federal funds under the Community Development Block Grant (CDBG) program. This document identifies how the City intends to address housing and homeless needs during the program year and is submitted to the U.S. Department of Housing and Urban Development (HUD), which is the funding agency. This Plan also provides a basis for assessing the City's community development effort.
Citizen Participation Plan (CPP)
The City of Fredericksburg encourages the public to participate in the development of Community Development Block Grant (CDBG) plans and programs, as well as to comment on the City’s past performance in its use of CDBG funds. The citizen participation plan contains policies to achieve this end and conforms to the Code of Federal Regulations, Title 24, Part 91.105, Citizen Participation Plan - Local Governments.

Community Development Block Grant Consolidated Annual Performance and Evaluation Report
The Consolidated Annual Performance and Evaluation Report (CAPER) evaluates Fredericksburg’s progress in carrying out the Annual Action Plan for Community Development Programs. This annual report also assesses the City’s success in addressing the five-year priorities and objectives contained in the overall Consolidated Plan. The report is organized to be consistent with its related Action Plan, so interested citizens can easily compare these documents and readily assess the City’s performance in meeting its stated community development goals.
Comprehensive Plan Implementation Update
Virginia law recognizes the need to keep the City’s Comprehensive Plan current and relevant, generally requiring that it be reviewed by the Planning Commission at least once every five years “to determine whether it is advisable to amend the plan.” In light of this requirement, the City of Fredericksburg will:
Conduct an evaluation of the implementation of the Comprehensive Plan and report on the status of priority initiatives to include:
An annual report from the Planning Commission to the City Council that outlines all actions taken to implement the goals, policies, and initiatives outlined in the plan, and any recommended adjustments to the plan.
An annual report from the City Council to Fredericksburg’s citizens, transmitting the status report on Comprehensive Plan implementation.
Please see the annual Comprehensive Plan Implementation Update report above prepared by the Planning Commission and transmitted to the City Council. The report lists, in columns, all of the initiatives adopted in the Plan, the action needed to address the initiative, the lead City agency, the initiatives priority and the specific action taken to implement the initiative.
Comprehensive Plan (Adopted September 25, 2007)
The Comprehensive Plan acts as a guide when making important land use, transportation, public service, and community facility decisions. It is one of the most important public policy guides in Fredericksburg, which is why the updated Plan must reflect the views of a broad cross-section of Fredericksburg citizens. The Comprehensive Plan was adopted September 25, 2007, and reflects discussions and comments by members of the Planning Commission, the City Council, and the many citizens who attended various community meetings. The Plan has been developed to articulate the direction for future strategic actions: What we want to achieve (goals), what is most important (policies), and what we are going to do to achieve that (initiatives).
