Parks, Recreation and Public Facilities

 

Park Policy 
 

GENERAL PARK POLICY

1.     ELECTRICITY USE: There will be a $5.00 per hour charge for electricity usage at Hurkamp Park and Maury Park, for all private and for-profit users of these parks.  This is in addition to the refundable $10.00 deposit paid for the key to the electric box.

 

2.     PORTABLE TOILETS: Persons requesting reservation of Hurkamp Park, Maury Park or City Dock Park must agree to provide one portable toilet for every 25 people for one hour or more.  Thus, if less than 25 are expected, then a portable toilet is not required.  If 50 or more people are expected for, an hour then two portable toilets is required.  Arrangements for portable toilet location[s] location should be made with the Supervisor of Parks and Park Maintenance at 540-361-4059 Ext. 204

 

3.     METAL DETECTORS: No metal detectors or similar devices are permitted in parks or properties operated by the Department of Parks, Recreation and Public Facilities.

 

4.     GRAFFITI: Upon notification or discovery of graffiti on park property under the direct control of the Department of Parks, Recreation & Public Facilities, every effort will be made to remove the graffiti within 24 hours or as soon as reasonably possible.

 

5.     ALCOHOL: With appropriate permit, alcoholic beverages are permitted at the following locations: Motts Reservoir Park, Alum Springs Park, and W. L. Harris Park (if authorized by the Mayfield Civic Association).  Alcohol IS NOT permitted at the following park locations under any circumstance: Hurkamp Park, Maury Park, Memorial Recreation Park, Dorothy Hart Community Center, Snowden Playground, Dixon Park and Riverside Drive Park.

 

6.     CITY DOG PARK: Is a self policing park for dogs 4 months and older and is for city residents and their pets only, in accordance with Ordinance No. 04-09 article VI of chapter 4 of the city code.         

 

7.      INCLEMENT WEATHER: In the event of bad weather, the Director of Parks and Recreation and Public Facilities will determine when and if to cancel a scheduled event/program scheduled in or at city owned parks for the safety of personnel as well as patrons.

9.  LEASH ORDINANCE & PET WASTE: Handlers are responsible for the removal and proper disposal of dog waste from all City Parks and other City-Owned Properties. Pets are required to be on a leash outside of an enclosed or confined area. The Director of Parks, Recreation and Public Facilities is authorized to ban any person or dog who is guilty of serious reported violations of the City Ordinance No. 05-11, pertaining to “Dog Park Rules and Regulations” and any other governing directive. The City of Fredericksburg law enforcement personnel may exercise full discretion and authority as appropriate.

ALUM SPRINGS PARK USE POLICY
SEASONAL HOURS OF OPERATION

OPEN YEAR ROUND


Summer: 7am - 8pm Daily

Winter: 10:00a.m. – 5:00p.m. Daily


NOTE: Alum Springs Park may be closed during inclement weather or due to conditions considered hazardous to the public.


GENERAL RULES AND REGULATIONS: Violators of the followings rules and regulations will be subject to applicable penalties and the possibility of suspension from the park for a designated period of time.Please respect our rules; they are provided for the protection of park users as well as the natural beauty and historic values of the park.Please enjoy Alum Springs Park, considered by some historians as America’s most historic park.Thank you for your cooperation.

LIABILITY: The City of Fredericksburg, Virginia, or any of its officers or employees shall not be responsible for any personal injury or property damage.


HOURS OF OPERATION:
a. SUMMER SCHEDULE: April 1 through October 31:
               Monday - Friday – 9:00am – 8:00pm
            Saturday, Sunday, Holidays – 10:00a.m.– 8:00pm
 
b. WINTER SCHEDULE: Daily 10:00a.m.– 5:00p.m

LITTER: Any person littering area shall be denied the privilege of area use and shall be guilty of a misdemeanor.


ALCOHOL: Alcoholic beverages will only be permitted on the premises with an ABC permit and with the approval of the Department of Parks, Recreation & Public Facilities.A request to use alcohol may be refused at the Director’s discretion.A copy of the permit must be submitted to this Department at least 10 days prior to the scheduled event.Pursuant to ARTICLE 6.1 or CHAPTER 15.1 of TITLE 54 OF THE CODE OF VIRGINIA, any unauthorized use or evidence of possession or influence of alcohol or any controlled substance will result in prosecution of the offender(s).


PARKING:
a. FEES: There is no parking fee at the park; however, there is a fee to reserve the shelter (see below).
b. CAPACITY: All vehicles, including mini-bikes, are restricted to the designated parking lot.  When all available parking spaces are occupied, the park attendant shall close the park gate and allow cars into the park only as spaces become available.
c. HANDICAPPED PARKING: Handicapped parking spaces are not to be occupied by unauthorized vehicles.  


CAMPING: Camping in Alum Springs Park is not permitted.


VANDALISM, TAMPERING, OR DESTRUCTION OF PROPERTY: No person shall willfully mark, cut, deface, injure, tamper with or displace or remove and man-made or natural item in the park.The discharge of vehicular fluids in the park is prohibited.


CLOSING:
a. HORN: A horn will blast 3 times at 15 minutes before closing, 2 times at 10 minutes before closing, and once 5 minutes before closing.
b. GATES: Gates to the park will be locked at closing. Any vehicle remaining within the park enclosure will have information placed under its windshield wiper regarding vehicle removal. 


DOGS: Unleashed dogs are not permitted in the Park.


NOISE: Excessive radio volume is prohibited.


PICNICKING: Picnicking is confined to designated areas.


FIRES: No person shall kindle, build, maintain or use a fire other than in the grills provided for such purpose. Any fire shall be continuously under the care of a competent person eighteen (18) years of age or older. No person in the confines of the area owned by the City shall discard any lighted match, cigarette, cigar, or other burning object.No open fires are permitted in the park.


WATER: Use of any natural body of water within the Park or its tributaries, for drinking, dumping or any other purpose is prohibited.


TRASH: No person will deposit, dump, drip or place any refuse of any kind in or on Park property, except into the receptacles provided for trash disposal.


SHELTER RENTAL: The Park shelter may be reserved in advance at the Community Center by a person age 21 or older by completing the Park Shelter Reservation Form.The person signing the park reservation form assumes the responsibility of those persons in attendance during the rental period, to include under age drinking and other inappropriate behavior. Rental rates and deposit amounts are available by calling the Community Center at 540-372-1086 dial 0. Reservations must be made in person. No reservations will be tentative or taken without the accompanying fees.


PLEASE REPORT ALL PARK DEFICIENCIES, VANDALISM, ETC. TO THE PARK ATTENDANT OR PARKS AND RECREATION DEPARTMENT.
 
 
 HURKAMP PARK USE POLICY

Open Year Round, 5:00am - 11:00pm Daily

1. RESERVATION OF HURKAMP PARK is initiated with a letter from the event contact person to the Director of Parks, Recreation & Public Facilities specifying who, what, when, sales, etc.The contact person must be at least 21 years of age. Policy waiver requests must be reviewed by the Recreation Commission at their regularly scheduled monthly meeting.


2. RENTAL charge for the park is $50.00 per day.


3. VEHICLES in the park are strictly prohibited.This includes vendor/exhibitor trucks.


4. All PARKING signs must be observed unless otherwise coordinated with the Police Department.


5. ELECTRICITY is available from the lampposts in the park.Each lamppost has a 115 volt outlet that is available to park users.Users must notify the Parks and Recreation Department in advance, so that the electricity can be activated and explained. There is a key deposit of $10.00 for use of electricity.Use of this electrical source will require a key to the electrical power box, a secondary panel and training for the individual responsible a minimum of 2 days prior to the event.For groups demanding more electricity, arrangements can be made for an additional power supply.The latter set up will require a $5.00 charge for every hour the power is used. Coordination for key pick-up must be made by the using group through the Special Projects Division at 372-1086, extension 212.


6. In accordance with City Ordinance, no activity of any kind is permitted in the park between 11:00p.m. and 5:00a.m.


7. A NOISE ORDINANCE prohibits musical and vocal groups except by waiver. NOISE ORDINANCE WAIVERS must be on file at this office at least two weeks prior to the scheduled event, and may be requested via:Fredericksburg City Police, Community Relations Officer, 373-3122, P.O. Box 604, Fredericksburg, Virginia 22404.


8. In accordance with City Ordinance, no ALCOHOLIC BEVERAGES are permitted on the premises at any time.


9. A DEPOSIT OF $50.00 will be required of all users, at the time of reservation, reimbursable after the activity if the park is left in reasonable condition: electrical outlets closed, articles removed, no breakage or excessive wear. Reservations are not official and will not be made without this deposit.No tentative reservations will be made.


10. The user must comply with the requests of CITY POLICE and other agents of the City of Fredericksburg to terminate their program due to inappropriate behavior or disturbances.Requests may include program modification such as a reduction in music volume.


11. The USER GROUP IS RESPONSIBLE for the behavior of observers and spectators, in that inappropriate behavior or actions may warrant the user group to call the police and/or cease their activity.


12. Users will be required to purchase a minimum of $500,000 in LIABILITY INSURANCE for the activity period to cover any incident, accident, or circumstances which may be a result of the activity taking place. A COPY OF SAID DOCUMENT MUST BE ON FILE AT THIS OFFICE AT LEAST TWO WEEKS PRIOR TO THE SCHEDULED EVENT.


13. PORTA JOHNS: Persons requesting reservation of the park must agree to provide one Porta-John for every 25 people for one hour or more. If less than 25 are expected, then a porta-john is not required.If 50 or more people are expected for an hour or more, than two porta-johns are required.Arrangements for Porta-Johns should be made with Superintendent of Parks and Public Facilities at 372-1086 ext. 205.
 

 MAURY PARK USE POLICY

 MEMORIAL PARK TENNIS COURTS POLICY

Open Year Round, 6:00am - 10:00pm Daily


I. RECREATIONAL PLAY

A. Priority use of the courts is for recreational play for the general public and may not be used for individual
profit without prior approval from the Parks and Recreation Department.

B. Court rules and regulations should be obeyed by all patrons at all times. They include:
1. Hours of operation, 6:00 a.m. – 10:00 p.m., year-round.
2. Courts are available on a first-come, first-serve basis.
3. Court time should be limited to one hour if others are waiting.
4. Shirts and appropriate tennis/gym shoes must be worn at all times.
5. No canned beverages or glass containers, rollerblades, hockey, skateboards, skates, tricycles,
bicycles, or pets are allowed on the courts.
6. The basic rule of tennis etiquette, as governed by the United States Tennis Association
(USTA), should be observed at all times by players and spectator.

II. DEPARTMENTAL PROGRAMS

A. This department will offer instructional clinics, classes, tournaments, league tennis and special events, at
which times some courts will be reserved.

B. At all times when courts are to be reserved for department sponsored activities, a sign will be posted
on-site at least 48 hours in advance of the event, stating which courts are reserved and the hours they will be
used.

III. NON-DEPARTMENTAL EVENTS

A. Should groups or individuals desire to reserve the court facility for tennis events, they may do so by filling
out a reservation form in order to gain authorization from the Fredericksburg Parks, Recreation and Public
Facilities Department.

B. User groups will be charged a fee of $12.00 per court for 3 hours or $5.00 an hour per court.

C. At no time shall the rental party use more courts than designated on their rental permit. Some courts will be
made available to the general public.

D. An area for registration, spectator viewing, tournament desks and draws, hospitality, etc. may be set up in the
grassy area adjacent to the courts. Please indicate such usage on the reservation form if the designated group
will be using grassy area.

IV. PRIVATE INSTRUCTORS
Tennis Court Usage Policies

A. The Courts may not be used for individual profit without prior approval from the Parks and Recreation
Department. Payment of rental fee, along with proper insurance documentation, is required to be submitted and
approved before use.

B. Private Instructors are not free to use a court for more than the allotted time period. Teaching sessions are
subject to all rules and regulations posted on-site, as well as the clarifications and additional rules listed below.

C. Hoppers should not be used when surrounding courts are being used for the safety of other players.

V. TENNIS MATCHES, LEAGUES, TOURNAMENTS & PRIVATE INSTRUCTORS

A. All groups, individuals, and private instructors wanting to reserve courts are required to pay a user fee which
will be based upon the Department’s Fee Policy. User groups will be charged a fee of $12.00 per court for 3
hours or $5.00 an hour per court. Waiver of usage fees will be based upon Department’s Fee Waiver Policy.
*All game schedules and tournaments schedules must be submitted according to the Fredericksburg Parks,
Recreation and Public Facilities Use Policy Guidelines and approved before court use.
*All leagues, tournaments and private instructors using the Memorial Park Tennis courts must submit a
Certificate of Insurance naming the City of Fredericksburg as an additional insured and must also be on file
with the Fredericksburg Parks, Recreation and Public Facilities Department. (The insurance policy must provide
for general liability coverage with limits no less than $1,000,000 per occurrence and $2,000,000 aggregate for
personal injury, bodily injury and property damage). The courts will not be reserved until proof of insurance is
received by the Fredericksburg Parks, Recreation and Public Facilities Department.

B. Upon approval of the Facility Use Permit, a confirmation e-mail will be sent to the user organization or
individual confirming the date, time and courts reserved.

C. Notification of cancellation must be given at least 48 hours prior to the requested usage dates. A credit,
instead of a refund, will be given to those unable to begin their reserved time if notification is within 48 hours.
Thirty (30) business days is required for the processing of any refund in the event of a an approved cancellation.

D. Reservations may be made up to 1 month in advance, but no less than 48 hours in advance of requested
event. Inclement weather conditions may be cause for time of reservation to be adjusted. There will be No
Refunds due to weather and/or court condition cancellations. However, a credit will be given to those
individuals unable to begin their reserved time if the event cannot be re-scheduled.

E. The designated user group(s) shall be responsible for cleanup and care of the courts used. Failure to do so
may result in a loss of privilege.

F. Rental of the courts entitles the user group the use of only the courts specified. Use of any additional or
available courts without a prior rental agreement is strictly prohibited. The offending user group or individual
will be charged an additional court usage fee if this occurs. Recurring non-compliance with the usage policy
will result in the loss of rental privileges.

MOTTS RUN RESERVOIR USE POLICIES

Use entrance to reservoir off   River Road

 

A.     GENERAL RULES AND REGULATIONS:

  1. A City Resident is one who resides within the corporate City limits, works for the City, or owns a business or property within the City.

  2. No wading, swimming, water-skiing or any other act that will affect the purity of the water shall be permitted.

  3. Hours of operation will be from 6:00a.m. to 7:00pm, unless otherwise designated for a special event.

  4. The season for operation will be generally from April 1 through October 31, but may vary slightly depending on the weather.

  5. Any person littering lake area shall be denied the privilege of area use and shall be guilty of a misdemeanor.

  6. The City of Fredericksburg, Virginia, and any of its officers or employees shall not be responsible for any personal injury or property damage.

  7. Fireworks of any kind are prohibited on City owned land.

  8. Alcohol consumption is not permitted in Motts Run Park unless by State Permit.

  9. Parking is permitted only in designated areas.

  10. Camping on City owned land is not permitted.

  11. Cutting trees, bushes and wild flowers is prohibited.

  12. No person shall willfully mark, deface, injure, tamper with or displace or remove any building, bridge, table, bench, fireplace, railing, paving or paving material, water line, or other public utility or line or appurtenance thereof, sign, notice or placard, either temporary or permanent monument, stake, post or other boundary marker, or other structure or equipment facility, or park property of appurtenances whatsoever, either real or personal.

  13. All persons shall cooperate in maintaining restrooms in a neat and sanitary condition.

 

B.     RULES FOR BOATING AND FISHING:

  1. For all boats, one Coast Guard approved life jacket is required for each person onboard. Rowing sculls and racing kayaks are exempt from the requirements for flotation devices.

  2. All children up to fourteen (14) years of age shall wear life preservers at all times when in a boat on the lake.

  3. No more than three (3) persons shall be permitted in a City owned boat.

  4. Total weight of occupants, motor, and fish tackle shall not exceed the limits posted on the inside of the canoes and Jon boats which are rented by the park to include:

                    (a)    14’-16’– 3 persons

                    (b)    16’-17’ canoe – 2 persons

5.   The following restrictions apply to all craft other than those rented by the Department of Parks, Recreation & Public Facilities:

                  

                    (a)    Lake use is restricted to any commercially purchased vessel no longer than 16’, except for rowing sculls which are not restricted in length.                  

                    (b)    Inflatable water craft which meet all Coast Guard safety standards in effect for recreational boats, as stated on such craft, and which are 16’ or less in length, are permitted on the lake.  Inflatable watercraft must have a minimum of three separate air chambers.                   

                    (c)    Boat occupancy shall not exceed manufacturer’s recommended levels – park attendant’s judgement shall rule if restrictions are not posted on craft.                 

                    (d)    Vessels not used for fishing are to minimize disruptions to anglers and should use the center portion of the lake when possible.                

                    (e)    No styrofoam craft is permitted on the lake.

6.  Each person will, at the request of department personnel, submit his or her fish catch for   inspection.

7.  Boats shall be rented with one set of oars, oarlocks, and a U.S. Coast Guard approved life preserver for each person.

8.  No seines, nets, traps or other special devices will be permitted in the lake to take either game or non-game fish, except for official Recreation Commission or Department business.

9.  No gasoline outboard motors are permitted to be operated on the lake.  Boats with gas motors attached must place such motors in a non-operating position before being allowed use of the lake, except for the emergency boat owned by the Department.  Inappropriate use of gas motors will result in a $50.00 fine, revocation of fishing permit, or both.  (Department shall have small motor for patrol, rescue and emergencies.

10.  Reckless boating or standing in boats will not be tolerated.  Any offender shall be apprehended and removed from lake area and subject to the full penalties listed in violation section.

11.  No animal is permitted in or on the lake at anytime, to include in a personal or city owned boat.  Unleashed dogs are not permitted on the grounds at any time.

12.  Persons under 18 years of age must be accompanied by a person of at least 18 years of age when renting, launching, occupying, or fishing from a boat, canoe or other watercraft..

13.  No swimming from boat is permitted and arms and legs must be kept inside boat.

14.  The use of electric motors no greater than 11 volts will be permitted on boats.

15.  State of Virginia fishing regulations shall apply (Title 28.1 & Title 29).

16.  A state fishing license is required by all persons 16 years of age and older, in order to fish in the lake, as provided in the Code of Virginia, Section 29-51 et seg.

17.  All boats must be launched from the appropriate launch areas.  No refunds will be issued due to the conditions of the water or changes in the weather.

18.  Persons renting boats are liable for the loss of boats, oars, life preservers and motors, etc., until all equipment has been returned and boat officially checked in.

19.  All boats must be returned to launch area within 30 minutes of time posted on the park Attendant’s building or the sound of horn—3 blasts on air horn.

20.  Bank fishing is permitted only in areas designated.  All persons intending to bank fish must be registered and cleared through the park attendant and have received a permit.

21.  Youths 16 years and under and adults 60 years and older may fish without charge. There is no minimum length or creel limit for large mouth bass.

22.  Minimum length for Northern Pike to be taken is 20”, with a creel limit of two(2) per day.

23.  Creel limit for walleye is eight (8) per day.

 

C.     RULES FOR PICNICKING:

 

  1. Picnicking shall be confined to area designated for this purpose. 

  2. No person shall kindle, build, maintain or use a fire other than in grills provided or designated for such purpose.  Any fire shall be continuously under the care and direction of a competent person over eighteen (18) years of age from the time it is kindled until it is extinguished.  No person in the confines of Reservoir area owned by the City shall discard any lighted match, cigarette, cigar, or other burning object.  Any burning object must be entirely extinguished before being discarded.

  3. No open fires allowed.

  4. Use of lake or any other bodies of water within the park or its tributaries, storm sewers, or drains flowing into them as dumping places for any substances or matter or thing which will or may result in the pollution of said water is prohibited.

  5. No person will deposit, dump, drip or place any refuse including bottles, broken glass, ashes, paper, boxes, building products, cans, dirt, rubbish waste, garbage, tobacco products or container or foul upon the ground, or in or on, any park property, except into the receptacles provided for trash disposal.

 

D.    PARK SUPERVISION

 

  1. The Director of Parks, Recreation & Public Facilities and his designated employees shall be the official custodians of the lake and surrounding premises.  It shall be their duty to enforce all ordinances, rules and regulations adopted by the City Council and all applicable state and federal laws and regulations, and shall be responsible for collecting all fees and properly accounting for them.

  2. THE DIRECTOR OF PARKS, RECREATION & PUBLIC FACILITIES OR HIS DESIGNATED EMPLOYEES SHALL DENY PARK ACCESS OR USE BY ANY PERSON HAVING IN HIS OR HER POSSESSION, OR SHOWING EVIDENCE OF BEING UNDER THE INFLUENCE OF, INTOXICATING BEVERAGES OR ANY CONTROLLED SUBSTANCE, AS STATED IN ARTICLE 6.1 OR CHAPTER 15.1 OF TITLE 54 OF THE CODE OF VIRGINIA.

  3. Rules and regulations will be posted conspicuously at all times, will be brought to the attention of all permit holders, and copies will be made available upon request.

  4. All boats shall meet Coast Guard and State regulations and shall pass a safety inspection by the Park attendant and must also be satisfied that the person in charge of the boat is qualified to operate the boat.

  5. Park hours and all other rules shall be set by the Recreation Commission and shall be posted in a conspicuous place around the boat launch area.  There shall be no activity on the lake except as posted.

  6. The Director of Parks, Recreation & Public Facilities shall have the authority to close any area or the entire area in case of emergency or when conditions of the water or park area would endanger the safety of park users.  Emergencies are to be determined in the judgment of the Director.

 

 

E.      VIOLATIONS:  Violators of rules and regulations shall be guilty of a misdemeanor and may also lose lake privileges for a period of 60 to 90 days.

 

 

F.      PUBLIC SAFETY CALL FROM MOTTS RUN RESERVOIR:  The following emergency procedure will be conspicuously posted, and will only be superseded by this office:

 

In a non-emergency, Motts Run Reservoir personnel will contact as appropriate:

               Rescue Squad:  Via City Fire:  372-3264

In a real emergency situation, Motts Run Reservoir personnel will call:   911

Should the Motts Run Reservoir personnel find it necessary to contact a dog warden, they will contact: Spotsylvania Dog Warden:  891-1329

 

 

G.     COMMERCIAL USE POLICY:  Any person wishing to use Motts Run Reservoir Park for commercial classes or activities must first have permission to do so from the Director of Parks, Recreation and Public Facilities.

 

Commercial use of the Park is subject to the following conditions:

  1. If renting park-owned vessels, one must pay the associated rental cost of the vessels plus a launch fee for each vessel regardless of the residency of the operator. 
  2.  If one brings one’s own vessel approved for use in the lake, a launch fee must be paid for each vessel regardless of the residency of the operator. 

             

 

 

OLD MILL PARK USE POLICIES

Dangerous currents are always present within the boundaries of Old Mill Park. As such, for your own personal safety, swimming and /or wading in the river is strongly discouraged! Should a water related emergency occur during your visit, dial 911 and report the incident and your location to the authorities. Your location is shown on the river warning signs on or near the river shore-line.

Note: Old Mill Park may be closed during inclement weather or due to conditions considered hazardous to the publics safety.

CLOSING: 

a. HORN: A horn will blast 3 times at 15 minutes before closing, 2 times at 10 minutes of 
                          closing, and 1 time 5 minutes before closing. 

b. GATE: Gate to the park will be locked at closing. Any vehicle remaining within the park      
enclosure will have information placed under its windshield wiper regarding vehicle removal. 

 

GENERAL RULES AND REGULATIONS: Violators of the following rules and regulations will be subject to applicable penalties and the possibility of suspension from the park for a designated period of time. Please respect our rules; they are provided for the protection of park users as well as the natural beauty and historic values of the park. Please enjoy Old Mill Park. Thank you for your cooperation.

 

1. LIABILITY: The City of Fredericksburg, Virginia, and or any of its officers or employees 
shall not be  responsible for any personal injury or property damage.
 

2. LITTER: Any person littering area shall be denied the privilege of area use and shall be
guilty of a misdemeanor.

 

3. ALCOHOL: A Virginia ABC License is required for alcohol consumption within a rented Shelter.  There is NO alcohol permitted outside of a rented Shelter.  (http://www.abc.virginia.gov/licensing/obtainlicense.html)  A separate alcohol request fee is required and payable to the City of Fredericksburg.

 

4.  PARKING:  Available parking to the public in designated area only.


        a. FEES: No parking fees will be charged at Old Mill Park.
        b. CAPACITY: When all available parking spaces are occupied, the park maintenance employee shall close the park gate and allow cars into the park only as spaces become available. Parking in unauthorized spaces will be subject to parking tickets.      
        c. HANDICAPPED PARKING: Handicapped parking spaces are not to be occupied by 
        unauthorized vehicles.

 

5.  CAMPING: Camping in Old Mill Park is not permitted.

 

6.   VANDALISM, TAMPERING, OR DESTRUCTION OF PROPERTY: No person willingly mark, cut, deface, injure, tamper with or displace or remove any man - made or natural item in the park. The discharge of vehicular fluids in the park is prohibited, the action of such is subject to prosecution. 
      

7.   DOGS: Unleashed animals are not permitted in the park, and are subject to a $25.00 fine.
          
8.   NOISE: Excessive radio volume is prohibited. City noise ordinance is enforced.
         
9.   PICNICKING: Picnicking is confined to designated areas only.

 

10.  FIRES: No person shall kindle, build maintain or use a fire other than in the grills provided for
        such purpose. Any fire shall be continuously under the care of a competent person (18) years of
        age or older. No person in the confines of the area owned by the City shall discard any lighted 
        match, cigar, or other burning object. No open fires are permitted in the park.

 

11.  WATER: Use of the Rappahannock River or its tributaries, for drinking, dumping or any other
         purpose is prohibited.

 

12.  TRASH: No person will deposit, dump, drip or place any refuse of any kind in or on park property, except into the receptacles provided for trash disposal.
 

13.   SHELTER RENTAL: The park shelters may be reserved in advance at the Community Center by a person age 21 or older, by completing the Park Shelter Reservation Form. The person signing the park reservation form assumes the responsibility of those persons in attendance during the rental period, to include under age drinking and other inappropriate behavior.

SNOWDEN PARK BASEBALL/SOFTBALL FIELDS USE POLICY
 

    I.  RECREATIONAL PLAY

 

A.  Priority use of the fields is recreational play for the general public, especially city residents.

 

B.  Field rules and regulations are posted on-site and should be obeyed by all patrons at all times.  They include:

 

  1. Hours of operation, 6:00 a.m.-9:00 p.m., or until sunset. 
  2. Fields are available on a first-come, first-serve basis
  3.  Field time should be limited to one and one half hours if others are waiting.
  4. No glass, bicycles, etc. on fields.
  5. Rules and etiquette of baseball/softball should be observed at all times.

 

 

   II.  DEPARTMENTAL PROGRAMS

 

A.  This department will offer instructional camps and leagues for all ages and ability levels, at which times some or all fields will be reserved.

         

B.  Tournaments, leagues, and special events may also require reservation of the fields for minimal time periods.

 

C.  At all times when fields are to be reserved for department sponsored activities, a sign will be posted on-site in advance of the event.

 

 

  

 III.  NON-DEPARTMENTAL EVENTS

  1. Groups who desire to reserve the facility for baseball/softball events, may do so at the Director's discretion.  All organizations, groups, churches, and etc., other than the City and Fredericksburg City Schools, will be charged a fee based on time of usage.

  2. ser groups will be charged a fee of $20 per two hour per field, if conducting an event for which an entry fee is charged.  Any reservation to last longer than two hours will require permission from the Director, and a fee of $75 per day per field will be assessed.

  3. Fields may not be reserved for more than twelve hours per day nor more than two days in succession, without special arrangement with the Director of Parks and Recreation.

  4. Any group wishing to reserve the fields at Snowden Park must present a certificate of insurance in the minimum amount of $300,000 per occurrence and $300,000 per aggregate naming the City of Fredericksburg as additional insured with respect to liability involving the administration, practice or play of activities sanctioned and approved by the group or association providing said insurance certificate.

  5. User shall agree to indemnify and to hold harmless the City of Fredericksburg and the officials, employees, volunteers and agents, thereof, from any and all claims or liability, including attorney’s fees and costs for any injury or other damage suffered as a result of participation.

 

                                               

 

   IV.  PRIVATE TEACHING

 

A. Private teaching for profit will be subject to the lowest priority of all facility uses and must be limited to a maximum of one hour during peak times.

 

B. Teaching sessions are subject to all rules and regulations posted on-site, as well as the clarifications and additional rules listed below.

 

  1.  Student turnover each hour does not equate with vacating the field.  The time on the field is determined by the instructor, who must leave the field if people are waiting, and wait in turn for the next available field.

  

 

V.  PRIORITY OF USE

 

  1. Fredericksburg

  2. Fredericksburg City Schools

  3. Area agencies, organizations, and etc., at the discretion of the Director or Parks, Recreation and Public Facilities, with City based having priority over non-city.

 

VI.  RESTRICTIONS OF USE
